基于粮食安全指标的都江堰灌区农业初始水权分配OA
Initial agricultural water rights allocation in Dujiangyan Irrigation District based on food security indicators
都江堰灌区作为重要的粮油基地,其农业初始水权分配面临着难以兼顾现状与未来用水、供水效益与粮食安全等挑战.为解决这些问题并实现避免水事纠纷、提高供水保障能力及注重粮食安全等多重目标,引入粮食安全指标,充分考虑现状用水、供水保障及产粮效率等因素,构建了基于粮食安全的都江堰灌区农业初始水权分配模型,并运用 NSGA-Ⅱ算法进行求解.模型通过动态调整不同行政区不同水源的水权量,优化了农业初始水权分配方案.研究结果表明:优化后的水权分配方案将灌区输水损失降低了 1.06 亿 m3,显著提升了供水保障能力,并通过优先将水资源分配给粮食生产效率更高的地区而有效保障了灌区的粮食安全.所提模型充分考虑了灌区沿程损失、分灌区灌溉保证率及行政区水生产效率的差别,在都江堰灌区具有较强的适用性,可为南方丰水地区的农业初始水权分配提供参考.
The Dujiangyan Irrigation District is a vital base for grain and oil production.The initial allocation of agricultural wa-ter rights in this district faces challenges in balancing current and future water demand,as well as reconciling water supply bene-fits with food security.To address these issues and achieve multiple objectives—including preventing water disputes,improving water supply reliability,and prioritizing food security—this study incorporates food security indicators into the allocation frame-work.We construct a model for the initial allocation of agricultural water rights in the Dujiangyan Irrigation District that compre-hensively considers current water consumption,water supply reliability,and grain production efficiency.The model is solved using the NSGA-Ⅱ algorithm,and the initial allocation scheme is optimized by dynamically adjusting allocated water quotas from di-verse water sources across various administrative regions.The results show that the optimized allocation reduces conveyance losses by 106 million cubic meters,thereby improving water supply reliability.In addition,the model prioritizes water allocation to re-gions with higher grain production efficiency,effectively safeguarding food security within the district.The proposed model fully takes account of disparities in conveyance losses,irrigation assurance rates across sub-irrigation districts,and water productivity among administrative regions,demonstrating strong applicability in the Dujiangyan Irrigation District.It also provides a valuable reference for the initial allocation of agricultural water rights in water-rich areas of southern China.
