分级适配的区域水利高质量发展评价指标体系设计OA
Design of a hierarchically adaptive evaluation indicator system for high-quality development of regional water conservancy
为客观评估水利高质量发展进程和水平,揭示区域发展差异与短板,对水利高质量发展内涵特征进行识别,以水利高质量发展综合实现度为目标层,以全域水安全韧性、全链水资源效益、全景水生态健康、全脉水管理协同为核心准则,面向省、市、县行政层级的管理需求,构建"分层分类—动态适配"的指标体系,并以浙江省为切口开展实证研究.结果显示浙江省水利高质量发展总体处于"较好"水平,呈现"生态健康领先、安全保障稳固、管理协同良好、资源效益待提"的特征;宁波市和绍兴市 2 个地级市及诸暨市、慈溪市等 5 个县(市、区)达到"非常好"等级;识别出再生水利用不足、数字孪生水利建设滞后等共性短板,为精准施策提供理论方法.设计的指标体系引入水经济产业贡献度等特色指标,且灵活适配不同层级的评价需求,兼顾评价的统一性与针对性,可以为区域水利高质量发展评价提供技术支撑.
To objectively assess the high-quality development progress and level in water conservancy and to reveal regional development disparities and deficiencies,this paper identifies the connotative characteristics of high-quality water conservancy development.With the comprehensive achievement of high-quality water conservancy development as the objective layer,and the regional water security resilience,full chain water resource efficiency,the panoramic aquatic ecological health,and the coordina-ted whole-vein water management as the core criteria,a"hierarchical classification—dynamic adaptation"indicator system is constructed to meet the management needs of provincial,municipal,and county levels.Taking Zhejiang Province as a case study,empirical research is conducted.The results show that the high-quality development of water conservancy in Zhejiang Province is generally at a"relatively good"level,characterized by"leading ecological health,stable security assurance,good management synergy,and room for improvement in resource utilization efficiency".Two cities,Ningbo and Shaoxing,along with five counties(cities,districts)such as Zhuji and Cixi,have achieved a"very good"rating.Common shortcomings,such as insufficient utiliza-tion of reclaimed water and lagging digital twin water conservancy construction,are accurately identified,providing solid data sup-port for precise policy implementation.The constructed indicator system breaks through the traditional limitations of focusing solely on engineering safety and ecology by introducing unique indicators such as the contribution of the water economy industry.It flexi-bly adapts to evaluation needs at different levels,balancing uniformity and specificity,and provides technical support for evaluating high-quality water conservancy development in different regions.
