惯量/一次调频辅助服务市场机制的研究是当前热点,为了避免联合出清模式所需的频率安全约束机组组合问题的求解和边际价格的复杂计算,提出了基于顺序出清的常规机组惯量/一次调频辅助服务市场机制.在电能量市场预出清后首先开展频率安全校验,然后进行惯量/一次调频辅助服务的市场获取,确定提供惯量/一次调频的机组并按边际机组的惯量/一次调频辅助服务价格对其进行结算.通过预出清与正式出清过程分析得出新能源发电引发的惯量/一次调频辅助服务费用并对该费用提出了分摊方法.给出了市场出清模型,对IEEE 39节点系统算例的仿真验证了所提市场出清机制的有效性.

The research of inertia/primary frequency regulation ancillary service market mechanism is the current hot spot,in order to avoid the frequency security constraint unit commitment problem solving and the complex calculation of marginal price required by the joint clearing mode,the inertia/primary frequency regulation ancillary services market mechanism for conventional units based on the sequential clearing is proposed in this paper.After the pre-clearing of the electric energy market,the frequency safety check is carried out firstly,and then the market acquisition of inertia/primary frequency regulation ancillary services is carried out.The units which providing inertia/primary frequency regulation ancillary are identified and their settlement based on the price of inertia/frequency regulation ancillary services for marginal unit.The inertia/primary frequency regulation ancillary services costs induced by new energy generators through the pre-clearing and formal clearing process is analyzed,and a sharing methodology is proposed for this costs.The market clearing model is given,and the validity of the proposed market clearing mechanism is verified by IEEE 39-bus system case.
