The governance of cross-border data flows in the United States exhibits a double standard.Externally,it vigorously promotes the free flow of data,while domestically,it has established a restrictive framework centered on national security.This paper reviews institutional framework of the United States cross-border data flow security governance at the international,federal,and state levels,systematically summarizes the characteristics of its security governance mechanisms,and analyzes the current situation and challenges of China's cross-border data flow security governance.Based on this analysis,the paper proposed suggestions for improving China's cross-border data flow security governance,including:refining the cross-border data institutional system,advancing government regulation together with corporate self-discipline,formulating countermeasures against extraterritorial long-arm jurisdiction,and actively participating in global data governance.
