Risk Assessment of Drought Disasters in Yinchuan City From 2014 to 2023

为了系统开展干旱半干旱区城市的干旱灾害风险评估,以宁夏银川市为研究区,从致灾因子危险性、承灾体脆弱性、孕灾环境易损性与抗灾减灾能力 4 个维度构建了干旱灾害风险评估指标体系;然后综合运用组合赋权法及综合指数法,定量评估 2014-2023 年银川市干旱灾害风险时空演变特征,并引入耦合协调度模型探讨了准则层间的交互作用.结果表明,研究期内银川市干旱灾害综合风险呈前期较高、后期下降、阶段性波动显著的特征,风险等级由高风险逐步向中、低风险过渡;空间上呈现南北高、中部低的态势,灵武市与贺兰县为高风险集聚区,主城区风险相对较低;承灾体脆弱性与致灾因子危险性是风险演化的主导因素,降水量、受灾面积及黄河取水量对综合风险贡献显著;各准则层间耦合度较高(0.786),但协调度整体偏低(0.276),长期处于失调阶段,反映出区域防灾减灾体系的系统协同性仍有待提升.研究可为银川市干旱灾害防控、水资源调度与风险管理提供科学参考.

To systematically assess drought disaster risk in urban areas of arid and semi-arid regions,Yinchuan City,Ningxia,was selected as the study area.A drought disaster risk assessment index system was constructed based on four dimensions:hazard risk of disaster-causing factors,vulnerability of disaster-bearing bodies,susceptibility of the disaster environment,and disaster prevention and mitigation capacity.Then,a combination weighting method and a comprehensive index method were used to quantitatively assess the spatiotemporal evolution characteristics of drought risk in Yinchuan City from 2014 to 2023.Furthermore,a coupling coordination model was introduced to explore the interactions among criterion layers.The results indicate that during the study period,the overall drought disaster risk in Yinchuan City showed a high-early,declining-late pattern with significant phase fluctuations,transitioning from high risk to medium and low risk.Spatially,the risk was higher in the north and south and lower in the central region,with Lingwu City and Helan County identified as high-risk clusters,while the main urban area exhibited relatively low risk.The vulnerability of disaster-bearing bodies and the hazard risk of disaster-causing factors were the dominant factors in risk evolution,with precipitation,crop-affected area,and Yellow River water withdrawal contributing significantly to the overall risk.The coupling degree among various criterion layers was relatively high(0.786),but the overall coordination degree was low(0.276),indicating a long-term state of imbalance and reflecting the need to enhance the systemic coordination of the regional disaster prevention and mitigation system.This study provides a scientific reference for drought disaster prevention and control,water resource allocation,and risk management in Yinchuan City.
