粤港澳大湾区港口群韧性能力评价与提升OA
Resilience Evaluation and Enhancement of the Port Cluster in the Guangdong-Hong Kong-Macao Greater Bay Area
以粤港澳大湾区港口群为研究对象,构建了大湾区港口安全韧性评价指标体系,利用熵权法对大湾区港口安全韧性进行量化评估并得到各港口的安全韧性得分,通过障碍度模型识别各港口的主要障碍因子,进而提出韧性能力提升对策.研究结果表明:1)抵抗风险能力在粤港澳大湾区港口安全韧性中占据主导地位,其权重占比达50%,而紧急应对能力与恢复重建能力的权重分别占 26%和 24%;2)广州港与深圳港的安全韧性表现突出,其安全韧性得分分别为0.82 和0.75,显著高于其他港口;3)粤港澳大湾区港口群在核心层的主要障碍因子为抵抗风险能力,而在能力层的主要障碍因子为智能自动化水平和创新升级能力.
This study takes the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)port cluster as the research object,constructs an evaluation index system for port safety resilience in the GBA,and applies the en-tropy weight method to quantitatively assess the safety resilience of these ports.Resilience scores for each port are obtained,and key obstacle factors are identified through an obstacle degree model,based on which strate-gies for enhancing resilience are proposed.The research findings indicate that:1)Risk resistance capability plays a dominant role in the port safety resilience of the GBA,accounting for 50%of the total weight,while e-mergency response capability and recovery and reconstruction capability account for 26%and 24%,respective-ly.2)Guangzhou Port and Shenzhen Port demonstrate outstanding safety resilience,with scores of 0.82 and 0.75,significantly higher than those of other ports.3)In the core layer,the main obstacle factor for the GBA port cluster is risk resistance capability,while in the capability layer,the major obstacles are intelligent automa-tion level and innovation and upgrading capacity.
