广西小水电发展形势及优化对策OA

Small hydropower,as an important form of clean and renewable energy,plays an irreplaceable role in en-suring energy security,promoting rural development,and addressing climate change.Based on the current situation of small hydropower construction and management in Guangxi,a systematic analysis is made on the prominent chal-lenges faced in three dimensions:development and construction,operation management,and high-quality develop-ment.The results of analysis indicate that at the development stage,Guangxi's small hydropower is constrained by both tightened ecological requirements and delayed planning assessment;in the aspect of operation management,there exist problems such as weak supervision,prominent safety hazards in old power stations,and great pressure for green transformation;in the aspect of high-quality development,the pain points include insufficient incentive for renovation,and the absence of an ecological electricity pricing mechanism.Three core countermeasures were proposed,including coordinating development and protection,strengthening management shortcomings,and estab-lishing and improving incentive policies for green development,aiming to promote the sustainable development of small hydropower in Guangxi in a environmentally friendly,operationally safe,and economically efficient manner.
