本文以环北部湾广西水资源配置工程为例,系统梳理了前期工作阶段涉及的各类要件的审批程序、完成办理时间,分析其中的依赖关系及难点重点,并提出建议,以期对同类重大水利水电工程的要件办理起到借鉴作用.
Taking the Guangxi Water Resources Allocation Project around Beibu Gulf as an example,this paper sys-tematically outlines the approval procedures for various prerequisite requirements involved in the pre-construction phase,records the time required for their completion,analyzes the inter-dependencies and key challenges,and puts forward corresponding recommendations.
