基于综合电价优势的平陆灌区国民经济评价OA

Starting from social benefits,this paper analyzes the economic benefits of the Pinglu Irrigation Zone and evaluates its economic rationality.The national economic investment is adjusted using shadow prices,and the em-ployee wages and surcharges are estimated based on local wage levels.The rate method is adopted to calculate the project maintenance costs,management fees,fixed asset insurance premiums,working capital,and renovation and upgrading expenses.The comprehensive electricity price that fully considers the advantages of Qinzhou's wind and solar power industry is applied to calculate the electricity fee for pumping stations.The irrigation benefits are calcu-lated according to the changes in irrigation area and per-mu yield and the water supply benefits are calculated based on the changes in water supply volume.Through analysis,the economic internal rate of return(EIRR)of the Pinglu Irrigation Zone is higher than the social discount rate of 6%,indicating that it is reasonable and feasible in terms of national economy and has risk resistance capacity.
