在全球航空业深度脱碳需求驱动下,生物航煤是航空业低碳转型的关键选择.油脂加氢(HEFA)技术路线具备操作成本和技术成熟度方面的明显优势,是目前全球应用最广泛的生物航煤生产路线.当前,欧美通过强制掺混政策强力驱动市场需求,全球产能快速扩张.中国生物航煤产业已迈过试点阶段,产能初具规模,但面临三方面的挑战:一是原料端高度依赖餐厨废弃油脂,回收体系不健全,供需错配;二是受制于成本劣势与政策缺位,中国市场规模尚未启动,产品以出口为主;三是面临国内外认证体系不互认的壁垒,碳减排价值未能充分体现.提出实施"市场牵引与激励扶持"双轮驱动策略,建议研究制定生物航煤强制掺混指令、完善财税支持政策以创造稳定的市场需求;强化废弃油脂回收管理与标准体系建设;加快构建自主认证体系并推动国际互认.

Driven by the global aviation industry's imperative to achieve deep decarbonization,sustainable aviation fuel(SAF)is a key option for the sector's low-carbon transition.The Hydroprocessed Esters and Fatty Acids(HEFA)technological route offers notable advantages in operating costs and technological maturity,and is currently the most widely adopted production pathway for SAF worldwide.At present,the US and European nations are strongly driving market demand through mandatory blending mandates,leading to a rapid expansion in global production capacity.China's SAF industry has progressed beyond the pilot phase and achieved a certain scale in production capacity.However,it faces three major challenges:relying heavily on used cooking oil(UCO),with an underdeveloped collection system on the feedstock side resulting in a supply-demand mismatch,not taking off effectively due to cost disadvantages and the absence of policies and primarily depending on exports for its production on the market side,and the barriers arising from the lack of mutual recognition between domestic and foreign certification systems and difficulties of the full realization of its carbon reduction value.The paper proposes a dual-pronged strategy of"market traction and incentive support",suggests studying and formulating mandatory blending mandates for SAF,improves fiscal and tax support policies to create stable market demand,strengthens the construction of collection and management system for waste oil feedstocks and the relevant standard system,and accelerates to establish an indigenous sustainability certification system as well as promote international mutual recognitions.
