During the 14th Five-Year Plan Period,under the guidance of the new energy security strategy featured by the"four revolutions and one cooperation"and the goals of carbon peaking and carbon neutrality,China established a systematic and comprehensive energy policy framework.Over this period,the"1+N"policy system was essentially put in place,energy security and supply capacity steadily improved amid a complex international landscape,the dominant role of new energy was accelerated,market-oriented reform in the energy sector deepened,and the development of the energy science,technology,and innovation system continued to be strengthened.Looking ahead to the 15th Five-Year Plan Period,a critical phase for achieving the carbon peaking goal and a foundational period for building a new energy system,energy policies will enter a brand-new stage characterized by comprehensive implementation and in-depth refinement.In advancing these policies,China will face the triple challenges of"difficulties,transitions,and innovations".The policy layout should focus on such key areas as balancing energy security with the green transition,promoting high-quality development of new energy through coordinated efforts on both the supply and demand sides,unleashing the momentum of the transition driven by the twin engines of institutional reform and technological innovation,and systematically advancing the deployment of key policies for the carbon peaking campaign.
