Developing new quality productive forces is an inherent requirement and a key focal point for promoting the high-quality development of Sichuan's natural gas industry.The paper constructs a measurement system for the development level of new quality productive forces based on such three major elements as new-quality laborers,advanced means of labor,and high-quality objects of labor,evaluates the high-quality development level of the natural gas industry from the perspective of the three-dimensional coupling coordination of safety and stability,economic feasibility,and low-carbon environmental protection,and empirically examines the impact of new quality productive forces on the high-quality development of Sichuan's natural gas industry using both absolute β-convergence and conditional β-convergence models on this basis.The results show that the development level of regional new quality productive forces steadily increased from 2010 to 2023,attributable to the strategic dividends of the large-scale development of the country's western regions and the effective transformation of scientific and technological achievements driven by policies and regulations,the high-quality development level of the regional natural gas industry continued to improve due to resource endowment advantages and the three major transformations in quality,efficiency,and growth drivers,the characteristics of high-quality industrial development converged to a stable state over time but the convergence rate slowed due to marginal effects under the influence of new quality productive forces,and conditional β-convergence emerged after incorporating control variables,indicating that under external environmental constraints,the high-quality development characteristics of the industry still exhibited a positive trend toward stability.Nevertheless,driven by scale and cumulative effects,the limitations of deep decarbonization in the utilization of a single energy source became increasingly apparent.Economic development and government intervention help alleviate imbalances in high-quality industrial development,whereas industrial structure and human capital would exert inhibitory effects.
