中国石化行业"十五五"结构调整和转型升级方向探讨OACHSSCD

During the 14th Five-Year Plan period,China's petrochemical industry made notable progress in industrial restructuring.Its production capacities for refining,ethylene,and aromatics ranked first globally,while the ethylene equivalent consumption rate and the self-sufficiency ratio for new chemical materials both increased substantially.Leveraging proprietary technologies,the industry brought on stream several large-scale integrated refining-petrochemical complexes including refineries with capacities of 10 million metric tons per year and ethylene plants with capacities of 1 million metric tons per year.Significant achievements were also made in modern coal chemical engineering,heavy oil deep processing,and large-scale ethylene technology and equipment.The 15th Five-Year Plan period represents a critical historical stage for China's petrochemical industry to transition from being"large"to being"strong".Looking ahead,the industry faces such new challenges as a peak in refined oil consumption,insufficient supply of high-end new materials,critical"bottleneck"technologies that urgently need to be overcome,and green and low-carbon technologies that have yet to see major breakthroughs.China's pechochemical industry should strictly curb new refining capacity and pursue large-scale,high-end upgrading,continue to promote the large-scale,high-end,and feedstock-diversified development of the ethylene sector,accelerate breakthroughs in"bottleneck"technologies across the new materials industrial chain to foster clustered innovation,commit to green development by shifting from end-point management to full-process low-carbon,and establish a full-lifecycle carbon emissions management system covering raw materials,production processes,and end-products.
