国家同步辐射实验室教育科技人才一体化历史演进研究OA
A Historical Evolution Study of the Integrated Development of Education,Science and Technology,and Talent at the National Synchrotron Radiation Laboratory
教育、科技、人才一体推进是新时代提升国家创新体系整体效能的核心命题.大科学装置作为兼具前沿科学研究、复杂工程组织与高层次人才培养功能的复合平台,是考察"教育科技人才一体化"生成过程的典型场域.本文以国家同步辐射实验室(NSRL)为案例,运用历史过程分析与案例研究方法,系统考察其从预研立项、一期与二期工程建设、重大维修改造到合肥先进光源(HALF)预研建设的演进历程.研究发现,NSRL教育科技人才一体化经历了恢复性关联、任务型联结、平台化转化、制度化协同和一体化推进五个阶段.其经验特色在于:以国家重大任务凝聚一体化目标,以装置全生命周期实践拓展育人场域,以开放共享和国际合作扩展协同网络,以多学科场景生成多类型人才结构,以持续迭代和制度协同推动教育科技人才关系的再组织.NSRL通过四十余年的历史演进,将教育链、科技链和人才链深度嵌入长期运行的复杂系统之中,为理解教育科技人才一体化的场域化生成提供了重要的经验参照.
The integrated development of education,science and technology,and talent cultivation constitutes a key undertaking for improving the overall performance of the national innovation system in the new era.With their multi-dimensional functions in frontier scientific research,complex engineering organization,high-level talent development and open shared services,large-scale scientific facilities provide a crucial research context for investigating the formation mechanism of the integrated development of the three sectors.This paper takes the National Synchrotron Radiation Laboratory(NSRL)as a research case,and adopts historical process analysis,case study and literature analysis methods to investigate the evolutionary course of NSRL from its preliminary research and project approval to the subsequent preliminary research and construction of the Hefei Advanced Light Source Facility. The study reveals that the integrated development of education,science and technology,and talent cultivation at NSRL has proceeded through five successive stages:restorative reconnection,task-oriented linkage,platform-based transformation,institutionalized coordination and integrated advancement.NSRL's distinctive development experience can be summarized as follows:establishing integrated development goals oriented to major national missions,expanding talent development space through full-life-cycle practice of large-scale scientific facilities,extending collaborative innovation networks through open sharing and international cooperation,fostering diverse talent structures in a multidisciplinary environment,and restructuring the interaction relationship between education,science and technology,and talent through continuous iterative optimization and institutional coordination. Over more than four decades of historical development,NSRL has systematically incorporated the education chain,science and technology chain,and talent chain into a long-cycle complex operating system,thus providing an empirical reference for understanding the site-based formation path of the integrated development of education,science and technology,and talent.
