Can Urban Polycentric Spatial Structure Enhance the Level of Artificial Intelligence?

多中心空间结构作为城市空间组织的重要形态,对新兴产业发展尤其是人工智能水平的影响尚未得到充分关注.本文利用2008-2023年中国271个地级及以上城市的面板数据,系统考察多中心空间结构对城市人工智能水平的影响.研究发现:多中心空间结构显著提升了城市人工智能水平,且该结论在经过一系列稳健性检验后仍然成立.机制检验表明,多中心空间结构通过提升数字经济发展水平和扩大信息技术人才规模两条路径,间接推动城市人工智能发展.异质性分析显示,多中心空间结构对城市人工智能水平的促进作用在东部、中部和东北地区均显著,但在西部地区不显著;同时,该作用在高对外开放水平城市以及高城镇化率城市中更为显著.基于上述研究结论,提出如下建议:优化城市空间结构,因地制宜推进多中心发展;强化数字基础设施建设,发挥数字经济的赋能效应;扩大信息技术人才规模,营造人才友好型发展环境;实施差异化空间规划,分类推进人工智能产业布局;完善城市内部协同治理机制,保障多中心空间结构的有效运行.

Artificial intelligence(AI)is becoming a core engine driving high-quality eco-nomic development.Yet the development level of urban artificial intelligence in China exhibits significant spatial imbalance.Meanwhile,urban spatial patterns are shifting from monocentric agglomeration to polycentric diffusion,as the construction of sub-centers and specialized nodes has become a key strategy to alleviate over-concentration.Whether and how urban spatial struc-ture,especially polycentric spatial organization,affects the development of artificial intelligence remains an important and timely question.This paper utilizes panel data from 271 prefecture-level and above cities in China from 2008 to 2023,and employs a two-way fixed effects panel model to systematically examine the effect,transmission mechanisms,and heterogeneous condi-tions of polycentric spatial structure on urban artificial intelligence levels.The findings are as follows:①Polycentric spatial structure significantly enhances the level of urban artificial intelli-gence.For every 0.1 increase in the degree of polycentricity,the number of AI firms increases by approximately 3.1%.This conclusion remains robust after a series of robustness tests,including variable substitution,instrumental variable methods,and exclusion of abnormal samples.②Mechanism analysis indicates that polycentric spatial structure indirectly promotes AI develop-ment through two pathways:enhancing the development level of the digital economy,which pro-vides essential data resources,computing power,and application ecosystems for AI,and expand-ing the scale of information technology talent,which facilitates knowledge spillovers and innova-tion synergy effects.③Heterogeneity analysis reveals that the positive effect of polycentric spa-tial structure on AI development is significant in the eastern,central,and northeast regions,but not in the western region.Moreover,this effect is more pronounced in cities with higher levels of openness and higher urbanization rates.Finally,based on the above conclusions,targeted devel-opment and improvement suggestions are proposed from five aspects:①Promote polycentric de-velopment tailored to local conditions—the eastern/central/northeast should plan sub-centers,while the west should first strengthen its main urban core.②Strengthen cross-center digital in-frastructure to bridge the digital divide.③Expand the IT talent pool through improved recruit-ment and retention policies.④Implement differentiated spatial planning—coastal cities encour-age polycentric collaboration,while inland cities should cultivate core clusters.⑤Improve intra-city governance mechanisms and transport networks to ensure functional coordination.
