城市降碳减污协同效应评估及其影响因素研究OACHSSCD
Study on evaluation and influencing factors of synergistic effect of urban carbon and pollution reduction
城市作为降碳减污协同增效的关键空间载体,以降碳减污为重点驱动城市全面绿色低碳转型,是加快实现人与自然和谐共生现代化的重要途径.选取世界级清洁能源走廊作为研究区域,基于2010-2022年该走廊所涉30个城市的面板数据,借助耦合协调度模型、OLS与GTWR模型,系统解析降碳减污协同效应的演变规律及影响因素.研究发现:①研究期内污染物排放显著减少,但二氧化碳排放量呈缓慢增长趋势,且碳减排与大气污染治理的协同程度处于较低水平且波动明显,尚未形成稳定的增效机制;②区域协同效应空间分异显著,高碳排放与高污染排放区域集中于经济发达、能源结构偏煤的城市;③能源消费总量、能源消费结构、城镇化率等是影响世界级清洁能源走廊城市降碳减污协同效应的主要因素.根据研究结论,从差异化政策设计、优化能源结构、产业绿色转型等维度提出促进城市降碳减污协同增效的政策建议.
Cities serve as key spatial vehicles for the synergistic enhancement of carbon reduction and pollution control.Promoting urban green transition through carbon and pollution reduction represents a vital pathway to achieving modernization characterized by hu-man-nature harmony.Based on panel data from 2010 to 2022 covering 30 cities within this corridor,and employing the coupling coor-dination degree model,ordinary least squares(OLS),and geographically and temporally weighted regression(GTWR)model,it system-atically analyzes the evolutionary patterns and influencing factors of the synergistic effect between carbon reduction and pollution con-trol.The findings reveal that:① Pollutant emissions decrease significantly while CO2 emissions grow slowly;the synergy between carbon reduction and air pollution control remains at low levels with noticeable fluctuations,lacking a stable enhancement mechanism;② Re-gional synergy effects show significant spatial variation,with high emission areas concentrated in economically developed cities relying on coal-based energy structures;③ Total energy consumption,energy structure,and urbanization rate are the main factors affecting the carbon-pollution reduction synergy in World-Class Clean Energy Corridor cities.Based on these conclusions,the study proposes poli-cy recommendations to enhance urban carbon-pollution reduction synergy across dimensions such as differentiated policy design,opti-mized energy structure,and green industrial transformation.
