山区城市地质灾害韧性影响因素及提升策略研究OACHSSCD

Research on influencing factors and improvement strategies of geological hazard resilience in mountainous cities

为助力山区城市强化地质灾害抵抗、适应与恢复能力,提升灾害韧性水平.以经历Ms 6.8地震的泸定县为研究对象,运用DEMATEL-ISM法系统分析山区城市地质灾害韧性的影响因素强度、内在层次结构及其作用路径.研究表明:(1)山区城市地质灾害韧性主要受经济水平、制度优化、应急预案、应急指挥能力、防灾资金投入、风险管控能力和救援能力7个关键因素影响;(2)山区城市存在"经济—物质—能力"与"制度—管理—能力"两条灾害韧性转化路径;(3)山区地质灾害韧性系统是由经济基础和制度顶层设计,中间传导和协调枢纽,末端执行和现场响应耦合而成的有机整体.

To help mountain cities strengthen their resistance,adaptation and recovery capacity against geohazards and raise their o-verall disaster resilience,this paper took Luding County—hit by the Ms 6.8 earthquake—as the study area and applies the DEMATEL-ISM method to systematically analyse the intensity,hierarchical structure and action paths of the factors that govern urban geohazard resilience in mountainous regions.The main findings were:(1)Urban geohazard resilience in mountain areas was essentially shaped by seven critical factors:economic level,institutional optimisation,emergency plans,emergency-command capacity,disaster-prevention funding,risk-management capacity and rescue capability.(2)Two transformation channels existed:an"economy-material-capaci-ty"route and an"institution-management-capacity"route.(3)The resilience system is an organic whole formed by the coupling of the economic base and top-level institutional design,an intermediate transmission-coordination hub,and front-line execution-on-site response.
