Disaster Evolution,Structural Embedding,and Inter-organizational Relationship Formation in Urban Emergency Management:Empirical Analysis Based on MERGM

应急管理中组织间合作的驱动机制是当前研究热点,但既有文献缺乏对灾害演化与结构嵌入如何影响组织间合作关系形成的探讨.该研究建立灾害演化及其应对过程的多层网络模型,提出灾害演化与结构嵌入影响组织间合作关系形成的研究假设,利用网络构局刻画组织合作关系的形成机制.以A区为例,运用多层指数随机网络检验研究假设,揭示了灾害演化与结构嵌入驱动组织间合作的内在机理.研究表明:应对同一突发事件的参与单位倾向形成合作关系,而负责应对的突发事件更易诱发次生灾害,其参与单位更倾向与外部合作.同时,与同一单位存在合作关系的两个单位更易合作,且参与单位更倾向与处于网络中心位置的单位合作.该研究可为地方政府科学健全应急管理体系提供理论依据.

The driving mechanisms of collaborative relationships among emergency management agencies is a prominent research topic.However,existing literature lacks sufficient exploration of how disaster evolution and structural embeddedness influence the formation of inter-organizational collaboration.A multi-layer network model is employed in this research to simulate the disaster evolution and response process,proposing research hy-potheses on how disaster evolution and structural embeddedness impact the formation of these collaborations.Utilizing network configurations to characterize the formation mechanisms,an empirical analysis focused on Dis-trict A is conducted.By applying Multi-level Exponential Random Graph Models(MERGMs)to test the hypoth-eses,the intrinsic mechanisms are indicated through which disaster evolution and structural embeddedness drive inter-organizational collaboration.The findings indicate that sectors responding to the same emergency are more inclined to form collaborative relationships.Furthermore,agencies responsible for primary emergencies that trig-ger secondary disasters are more likely to collaborate with others.Simultaneously,two sectors sharing a common partner are more prone to collaborate with each other,and participating units demonstrate a preference for collab-orating with organizations situated at the central positions of the network.Scientific guidance is provided for local governments in this study to strengthen the emergency management systems.
