能力和韧性是灾害风险研究与治理中的核心概念,但二者在定义、测度和实践中常被混用.该文辨析二者边界,认为能力是机构、社区或社会在管理和降低风险过程中所具备并可动员的资源、制度、组织、知识、技术和行动基础,是风险形成与治理中的条件性要素;韧性则是系统在突发冲击或长期压力下,通过抵御、吸收、恢复、适应和必要时转型等响应过程形成的整体性系统属性,体现为功能维持、恢复质量和未来风险降低等方面.能力构成韧性形成的基础条件,但需嵌入具体系统结构,并经过组织动员、协同响应、学习反馈和持续改进,方能转化为韧性.据此构建出"能力基础—系统结构—响应过程—功能表现—长期适应"分层框架,并厘清能力评估与韧性测度,强调灾害风险治理应从能力建设走向韧性治理.

Capacity and resilience are core concepts in disaster risk research and governance,yet they are often used interchangeably in definitions,measurement,and practice,leading to unclear analytical distinctions among capacity building,resilience assessment,and risk governance objectives.The conceptual boundary be-tween capacity and resilience is clarified in this study.Capacity refers to the resources,institutions,organization-al arrangements,knowledge,technologies,and action-enabling conditions that institutions,communities,or soci-eties possess and can mobilize in the process of managing and reducing risk.Capacity is therefore a conditional element in both risk formation and risk governance.Resilience,by contrast,is an overall system property formed through response processes—such as resistance,absorption,recovery,adaptation,and,when necessary,transfor-mation—in the face of sudden shocks or long-term stresses.It is reflected in functional continuity,recovery qual-ity,and future risk reduction.Capacity provides the foundational condition for resilience formation,but it does not automatically translate into resilience.Only when capacity is embedded in specific system structures and mo-bilized through organizational action,coordinated response,learning feedback,and continuous improvement under disturbance and stress can it be transformed into observable resilience performance.Based on this under-standing,a layered framework is proposed,consisting of capacity foundations,system structure,response process-es,functional performance,and long-term adaptation.This framework explains how capacity enters the process of resilience formation and helps reduce confusion between concepts and indicators.Capacity assessment is fur-ther distinguished in this paper from resilience measurement,arguing that capacity assessment mainly diagnoses mobilizable conditions and capacity gaps,whereas resilience measurement should focus on functional mainte-nance,recovery processes,adaptive improvement,and risk reduction under disturbance contexts.Disaster risk governance should therefore move from static capacity building toward dynamic resilience governance.
