长江干支流岸线水生态产品价值实现路径探索OA

The value realization paths of aquatic ecological products in the riparian zones of the Yangtze River mainstream and tributaries are diverse,effectively driving the efficient transformation of"lucid waters and lush mountains"into"invaluable assets".Taking Hanjiang Bay Water Conservancy Scenic Area(the riparian zone of the Hanjiang River in Qiaokou District),Wuhan,Hubei Province,as a typical case,this paper systematically investigates the value realization paths of aquatic ecological products.Based on the characteristics of urban riparian zones featuring multi-functional integration,dual rigid constraints,prominent value spillover,and coexistence of public-welfare and operational attributes,this study explores a right-confirmation path featuring integrated ownership and stratified rights allocation,and establishes a full-chain practical model encompassing"right confirmation and registration,product design,scientific accounting,market transaction,and operational revenue feedback".It further proposes a green water economy industrial development strategy based on"planning guidance,coordinated rigid control and flexible utilization,cultural empowerment,and integrated riverbank-city development".Adopting a dual-track accounting approach combining GEP(Gross Ecosystem Product)and VEP(Value of Ecosystem Product in Specific Geographic Units),this study quantifies the value of aquatic ecological products using the VEP method of"integrated packaging and differential value manifestation",and establishes a mechanism for channeling operational revenues back into ecological protection.Practical results demonstrate that this model effectively facilitates the transformation pathway of riparian aquatic ecological products from"ecological resources"to"ecological assets"to"ecological capital",providing a replicable and scalable practical paradigm for value realization of aquatic ecological products along the Yangtze River mainstream and tributaries.
