高质量水利知识服务平台构建技术路径及应用场景探讨OA

Discussion on the technical path and application scenarios of building a high-quality water conservancy knowledge service platform

水利知识平台作为数字孪生水利的重要组成部分,为水利业务提供智能化支撑,是水利业务从模型驱动、数据驱动向知识驱动转型的重要基础.目前水利知识平台建设尚存在知识权威性不足、体系化不够、应用场景不足的短板,针对此问题,结合数字孪生水网知识平台建设实践,提出以"底层支撑—核心引擎—顶层服务"为核心的"1+2+6"水利知识服务平台构建思路.梳理了知识资源汇聚、质量控制、治理融合、体系化管理、知识图谱构建、知识服务引擎构建、知识资源管理与应用以及知识资源价值评估与流程的全流程实施路径,并结合水网工程智能调度、幸福河湖建设与管理、工程险情故障识别、虚拟仿真教学实践、水利知识语料编纂、可信水利知识数据要素流通六大应用场景,探讨了知识服务平台如何为水利相关业务赋能.目前水利知识平台普遍缺少高质量水利知识资源,本文系统梳理了高质量知识资源的收集、处理以及应用路线,可为高质量水利知识资源和水利知识平台建设提供参考和借鉴.

As an important component of digital twin water conservancy,the water conservancy knowledge platform provides intelligent support for water conservancy services and serves as a critical foundation for the transformation of these services from model-driven and data-driven to knowledge-driven.To address challenges such as insufficient authority of knowledge,insufficient systematization,and limited application scenarios,based on the construction practice of the digital twin water network knowledge platform,this paper proposed a"1+2+6"water conservancy knowledge service platform construction concept with the core of"underlying support-core engine-top-level service".The paper systematically outlined the full-chain implementation pathways,including knowledge resource aggregation,quality control,governance integration,systematic management,knowledge graph construction,knowledge service engine development,knowledge resource management and application,as well as value assessment and circulation of knowledge resources.The application of the knowledge service platforms in business scenarios such as water network intelligent scheduling,happy rivers and lakes construction and management,engineering hazards and faults identification,virtual simulation teaching practices,compilation of water conservancy knowledge corpora,and circulation of trusted water conservancy knowledge data elements was explored.At present,water conservancy knowledge platforms are generally deficient in high-quality knowledge resources.This paper systematically outlines the routes for the collection,processing,and application of such resources,offering valuable references and insights for both the development of high-quality water knowledge assets and the building of water conservancy knowledge platforms.
