从"无形"到"有价":节水量碳交易路径初探OA
From"intangible"to"valuable":a preliminary exploration of the water-saving volume carbon trading pathway
积极稳妥推进和实现碳达峰,是"十五五"时期经济社会发展的重要任务.水是碳的重要载体,节水不仅是保障水安全的核心举措,也是实现碳减排的重要路径.当前,我国节水与降碳协同管理存在内在机理不清晰、量化体系不完善、市场价值未得到有效释放等问题.本文通过系统解析节水降碳协同机理,梳理碳市场机制与节水工作相关性,分析探索节水降碳价值进入不同碳市场的潜在可能及路径.研究表明:节水通过"水-能-碳""水-废-碳""水-土-碳"三重机理发挥实际的碳减排作用,具有典型的碳减排生态价值;节水量基于上述三重协同机理转化为可核证的碳减排量后,即可依托全国碳排放权交易市场、全国温室气体自愿减排交易市场及地方碳普惠交易制度纳入碳市场交易体系;同时,还需辅以政策、技术、市场、实施、能力建设五个维度的全面保障体系,以推动节水量从"无形"的碳减排生态效益转化为"有价"的市场资产,为水资源节约集约利用与"双碳"目标协同实现提供理论依据与实践方向,也为构建节水工作新型价值转化和投入机制提供可行性参考.
Advancing carbon peaking in a well-placed and steady manner is a major task for China's economic and social development during the 15th Five-Year Plan period.Water serves as an important carrier of carbon.Water conservation is not only a core measure for ensuring water security,but also a crucial pathway for achieving carbon emission reductions.Currently,China's efforts to synergize water conservation and carbon reduction face several challenges,including an unclear understanding of the underlying mechanisms,an incomplete quantification system,and an underdeveloped market value for water-saving benefits.This paper systematically investigates the water conservation-carbon reduction synergy mechanisms,examines the relevance of carbon market instruments to water conservation,and explores the potential and pathways for incorporating the carbon reduction value generated by water saving into different carbon markets.The results show that water conservation delivers tangible carbon emission reductions through three synergistic mechanisms,including the water-energy-carbon nexus,the water-waste-carbon nexus,and the water-soil-carbon nexus,thus producing typical ecological benefits in carbon mission reductions.Once water savings are converted into verifiable carbon emission reductions based on these synergy mechanisms,they can be integrated into the carbon market system via the national carbon emission trading market,the national trading market for voluntary greenhouse gas emission reduction,and local carbon inclusive trading schemes.In addition,a comprehensive safeguard framework covering five dimensions—policy,technology,market,implementation,and capacity building—is required to transform the"intangible"ecological benefits of water-saving carbon reduction into"valuable"market assets.This work provides a theoretical foundation and practical direction for synergistically achieving intensive water resource conservation and utilization and the"dual carbon"goals,and offers a feasibility reference for establishing a novel value realization and investment mechanism for water conservation.
