渔业数字化与海洋渔业经济高质量发展的耦合协调关系OA
The coupling coordination relationship between fishery digitalization and high-quality development of marine fishery economy
推动渔业数字化是促进海洋渔业转型升级的核心驱动力,也是实现海洋渔业经济高质量发展的关键举措.本文以2011-2023年我国沿海11个省份(不包含港澳台地区)为研究对象,基于熵权法和耦合协调度模型,构建渔业数字化和海洋渔业经济高质量发展评价体系,探究两者发展水平及耦合协调关系.研究发现:(1)两者发展水平整体呈上升趋势,不同省份的发展水平具有明显差异,在空间上呈现发展不均衡的特点.渔业数字化指数从0.169升至0.354,高质量发展水平指数从0.14升至0.24,同时,除山东外,环渤海地区的渔业数字化与海洋渔业高质量发展水平均显著落后于长三角和珠三角地区.(2)耦合协调度均值从2011年的"初级失调"提升至2023年的"基本协调",协同发展态势向好,但省份间差距显著,环渤海地区协调度总体滞后于长三角和珠三角地区.(3)区域发展不均衡受产业基础、资金投入、人才配置及环境治理等多因素影响.据此,需促进技术融合与产业升级、实施区域差异化策略、强化政策支持与数字治理,以此推动渔业数字化和海洋渔业经济高质量发展协同演进,为海洋强国战略提供支撑.
Fishery digitalization is the core driver for marine fishery industry transformation and a critical measure for achieving high-quality marine fishery economic development.This study takes 11 coastal provinces in China(excluding Hong Kong,Macau,and Taiwan)from 2011 to 2023 as the research subjects.Based on the entropy weight method and the coupling coordination model,an evaluation system for fishery digitalization and high-quality development in the marine fishery economy is constructed to explore their development levels and coupling coordination relationship.Key findings are as bellows.(1)The development levels of both have shown an overall upward trend,with significant disparities among different provinces and an unbalanced spatial development p attern.The fishery digitalization index has increased from 0.169 to 0.354,and the high-quality development index has risen from 0.14 to 0.24.Meanwhile,except for Shandong Province,the levels of fishery digitalization and high-quality marine fishery development in the Bohai Rim region are significantly lower than those in the Yangtze River Delta and Pearl River Delta regions.(2)Average coupling coordination improved from"initial discoordination"in 2011 to"basic coordination"in 2023,indicating positive trends in coordinated development,but significant disparities persist among provinces,with the Bohai Rim region generally lagging behind the Yangtze River Delta and Pearl River Delta regions.(3)Regional development imbalances stem from industrial infrastructure,capital investment,talent allocation,and environmental governance.Recommendations include advancing technological integration and industrial upgrading,implementing region-specific strategies,and strengthening policy support and digital governance to synergize fishery digitalization with high-quality development,thus supporting the strategy of building a maritime power.
