A Study on the Governance Paradox and Balancing Mechanism of Artificial Intelligence in Human Resource Management

人工智能正深刻重塑人力资源管理的理论根基与实践范式,但其驱动效应并非单一的技术工具性嵌入,而是一个多维度协同演化的系统性过程.文章突破传统"人—组织"二元分析框架,将具备自主决策能力的人工智能体理论化为与人和组织并列的能动第三元,构建了"人—机—组织"三元互动模型,并提出包含技术嵌入、决策代理、组织适应与伦理治理四维度的协同演化分析框架,开发了包含任务互补性、认知互补性与关系信任三维度的人机协同质量测量量表.基于887份企业员工问卷调查数据的实证检验表明:技术嵌入通过促进组织适应进而提升人力资源战略效能,组织适应通过培育高质量的人机协同进而驱动创新绩效,伦理治理显著负向调节技术嵌入对人工智能决策自主性的强化作用.这揭示了"效率源于技术,效能成于组织"的核心管理命题,证实了伦理治理并非外生约束而是内生于技术应用过程的规制性架构,为企业构建可持续发展的人机协同优势提供理论指引与实践启示.

Artificial intelligence(AI)is profoundly reshaping the theoretical foundations and practical paradigms of human resource management(HRM).However,its driving effect is not a single technical-tool embedding but a systematic process of multi-dimensional co-evolution.Breaking through the traditional"human-organization"binary analytical framework,this article theoretically positions AI agents with autonomous decision-making capabilities as a third active agent alongside humans and organizations,constructing a"human-machine-organization"ternary interaction model.It proposes a co-evolutionary analytical framework containing four dimensions:technology embedding,decision agency,organizational adaptation,and ethical governance,and develops a measurement scale for human-machine collaboration quality encompassing task complementarity,cognitive complementarity,and relational trust.Empirical testing based on survey data from 887 corporate employees shows that:technology embedding enhances HR strategic effectiveness through promoting organizational adaptation;organizational adaptation drives innovation performance by fostering high-quality human-machine collaboration;ethical governance significantly and negatively moderates the strengthening effect of technology embedding on AI decision autonomy.This reveals the core management proposition that"efficiency stems from technology,effectiveness stems from organization,"confirming that ethical governance is not an exogenous constraint but an endogenous regulatory architecture within the technology application process,providing theoretical guidance and practical insights for enterprises to build a sustainable human-machine collaborative advantage.
