数字经济时代制造业技能人才培养框架及路径研究OA

The digital economy has become an important force reshaping the global economic structure.The digital transformation of manufacturing poses new requirements for skilled talents,upgrading them from"single-skill specialization"to"compound,innovative,and craftsman-type"profiles.The contradiction of a shortage of digital skilled talents is becoming increasingly prominent.This article systematically reviews the policy practices and experiences of the United States,Germany,Japan,and China in cultivating manufacturing skilled talents.Addressing the current practical dilemmas—such as the structural contradiction between digital skilled talent supply and industrial development needs,lack of effective incentives for industry-education integration,an imperfect cultivation evaluation system,insufficient training capabilities of vocational colleges,low participation of industry associations,and the"escape"of the new generation of skilled talents from manufacturing—it innovatively incorporates industry associations into the collaborative subject based on the Quadruple Helix Theory.It constructs a"four-in-one"collaborative cultivation framework involving government,enterprises,colleges,and industry associations.Furthermore,it analyzes the interaction mechanism of the"four-chain integration"of education,policy,technology,and talent.On this basis,it proposes specific implementation paths from aspects such as strengthening top-level institutional construction,increasing financial support and competition leadership,deepening industry-education integration and industry college construction,improving enterprise digital skilled talent development systems centered on career development,and enhancing the coordination ability and evaluation supervision functions of industry associations.This provides a systematic theoretical framework and decision-making reference for local manufacturing digital skilled talent cultivation.
