碳排放权交易政策对绿色科技创新的影响及机制研究OACHSSCD
Research on the Impact and Mechanism of Carbon Emission Rights Trading Policies on Green Technological Innovation
基于我国30 个省市自治区2007-2023 年面板数据,通过双重差分模型,探讨了碳排放权交易试点政策是否对中国的绿色科技创新起到了促进作用,并分析了其作用机理.研究发现,该政策大幅度提高了绿色专利授权数,这一影响可以通过研究与试验发展经费投入这一中介变量实现,且工业结构对绿色科技创新的影响具有显著的异质性影响:传统工业结构对绿色科技创新具有抑制作用,而高技术产业结构则呈现出显著的促进效应.为进一步促进低碳转型,提出了加大对绿色技术研发的投入,扩大碳排放权交易市场覆盖范围,丰富绿色金融产品以及推动产业结构绿色转型的建议.
Based on the panel data of 30 provinces,municipalities and autonomous regions in China from 2007 to 2023,this paper explored whether the pilot policy of carbon emission trading right has promoted green technological innovation in China by means of the difference-in-differences model,and analyzed its mechanism of action.The research found that this policy has significantly increased the number of green patent authoriza-tions.This effect can be achieved through the intermediary variable of research and experimental development funding investment.Moreover,the impact of industrial structure on green technological innovation exhibits sig-nificant heterogeneity:The traditional industrial structure has a restraining effect on green technological innova-tion,while the high-tech industrial structure presents a significant promoting effect.
