军政竞争、灵活追随与泰美安全合作弱化OACHSSCD
Civil-Military Rivalry,Flexible Alignment,and the Weakening of Thailand-U.S.Security Cooperation
联盟本质上是两个或多个国家间缔结的一种安全合作关系.二战后的美国亚太联盟体系中,日美、韩美、澳美安全合作始终紧密,新美、菲美安全合作经历了从衰落到强化的过程,为何泰美安全合作却不断弱化?对此,既有研究主要侧重大国视角或聚焦局部时期进行诠释,本文试图从泰国角度提供一个理解泰美安全合作演变的理论视角.研究发现,影响泰国对待泰美安全合作立场的两大因素,一是泰国决策精英的收益,军政竞争下泰国决策精英的首要目标是实现长期执政,二是泰国追随美国的站队成本,灵活追随下泰国衡量站队成本的主要指标是中美实力差距;受精英收益和站队成本的共同作用,泰美安全合作呈现三阶段弱化之势,分别是1954-1974年的全面战略合作、1975-2008年的有限战略合作和2009年至今的名义战略合作.这一方面有助于理解不对称联盟安全合作演变的弱国立场,另一方面为判断美国与泰国及其他亚太盟国的安全合作趋势提供一定的政策启示.
An alliance is essentially a security cooperation relationship concluded between two or more countries.Within the U.S.-led hub-and-spokes alliance system in the Asia-Pacific established after World War Ⅱ,US security cooperation with Japan,South Korea,and Australia has remained consistently robust,while U.S.ties with New Zealand and the Philippines have experienced a process from decline to enhancement.In contrast,why has Thailand-U.S.security cooperation exhibited a trajectory of weakening?Existing scholarship tends to explain this phenomenon predominantly from a great-power perspective or focuses on discrete historical periods.This article offers an alternative theoretical framework by examining the evolution of Thailand-U.S.security cooperation from the standpoint of the weaker ally.The study identifies two primary factors shaping Thailand's posture toward security cooperation with the United States.First,the interests of Thailand's decision-making elites:amid persistent civil-military competition,the paramount objective of Thai elites is the consolidation and perpetuation of political power.Second,the costs of alignment with the United States:under a strategy of flexible band-wagoning,the principal metric by which Thailand assesses the costs of taking sides is the perceived power gap between China and the United States.Driven by the interplay between elite interests and alignment costs,Thailand-U.S.security cooperation has weakened across three distinct phases:Comprehensive Strategic Cooperation(1954-1974),Limited Strategic Cooperation(1975-2008),and Nominal Strategic Cooperation(2009—present).This framework contributes to understanding weak-state agency in the evolution of asymmetric alliance security cooperation and offers policy-relevant implications for assessing the trajectory of U.S.security relations with Thailand and other Asia-Pacific treaty allies.
