Problem identification and countermeasures for digital and intelligent transformation of petrochemical industry during 15th Five-Year Plan period
"十五五"时期是我国基本实现社会主义现代化夯实基础、全面发力的关键时期.石化行业作为国民经济的重要支柱产业,其数智化和绿色化转型力度直接关系到新型工业化和产业体系现代化的推进质量.当前,全球产业竞争格局剧烈演变,资源环境约束持续增强,石化行业面临着结构性矛盾突出、安全生产要求严格以及产业链供应链安全风险上升等严峻挑战.在这一宏观背景下,深入探讨石化行业数智化转型的内在逻辑、现实困境与演进路径,对制定行业中长期发展规划具有重要的学术价值与现实意义.理论分析表明,数智化转型可通过价值链跃升、绿色安全治理及多维创新驱动等作用机制,对传统石化生产模式进行系统性重塑.借助大数据、人工智能及工业物联网技术,石化行业能够实现资源要素的精准配置,在提升生产效率的同时,有效缓解资源环境压力,并构建起预警与响应并重的数字化安全防御体系."十四五"以来,石化行业在数智化转型的广度、深度和效能方面均得到明显提升,但仍存在关键核心技术"卡脖子"、复合型人才短缺、数智技术难以满足行业个性化需求以及企业转型内生动力不足等问题.面对"十五五"时期更为迫切的转型升级任务,应进一步增强政策供给的针对性和有效性,强化关键核心技术联合攻关,破解制约行业发展的底层技术瓶颈;加快"石化+数智"复合型人才培育,构建适配数字化变革的人才引育体系;深化"OT+IT""数据+机理"融合应用,推动数字技术真正深入石化生产的基础工艺;激发企业数智化转型内生动力,实现从"被动转型"向"主动变革"的跨越.
The 15th Five-Year Plan period is a crucial stage for laying a solid foundation and making all-round efforts for China to basically achieve socialist modernization.The petrochemical industry is an important pillar of the national economy,and its digital,intelligent,and green transformation directly determines the quality of progress in new industrialization and the modernization of the industrial system.At present,amid profound shifts in the global industrial competition landscape and intensifying resource and environmental constraints,the petrochemical industry is confronted with severe challenges,including prominent structural contradictions,stringent safety production requirements,and rising security risks in industrial and supply chains.Against this macro backdrop,an in-depth exploration of the inherent logic,practical dilemmas,and evolutionary paths of the digital and intelligent transformation in the petrochemical industry carries important academic value and practical significance for formulating medium and long-term development plans for the sector.Theoretical analysis shows that the digital and intelligent transformation can systematically reshape conventional petrochemical production models through mechanisms such as value chain upgrading,green and safe governance,and multi-dimensional innovation-driven development.Leveraging big data,artificial intelligence,and industrial Internet of Things technologies,the petrochemical industry can achieve precise allocation of resource factors,improve production efficiency while effectively alleviating resource and environmental pressures,and establish a digital security defense system that integrates early warning and response.Since the 14th Five-Year Plan period,the petrochemical industry has achieved remarkable progress in the breadth,depth,and effectiveness of the digital and intelligent transformation.Nevertheless,deep-seated problems remain,such as bottlenecks in core technologies in key fields,shortages of cross-industry talents,inadequate adaptation of digital and intelligent technologies to industry-specific demands,and insufficient internal impetus for enterprise transformation.To meet the more urgent transformation and upgrading tasks during the 15th Five-Year Plan period,targeted and effective policy support should be further strengthened.Joint research on core technologies in key fields should be intensified to break through underlying technical bottlenecks constraining industrial development.The cultivation of cross-industry talents integrating petrochemical expertise and digital intelligence capabilities should be accelerated to build a talent development system suited to digital transformation.The integrated application of"operational technology(OT)+information technology(IT)"and"data+mechanism"should be deepened to enable digital technologies to penetrate the basic processes of petrochemical production.Internal impetus for enterprises' digital and intelligent transformation should be stimulated to achieve a shift from"passive transformation"to"active reform".
