Green cooperation has become a cornerstone of China-EU collaboration,which is crucial to both the depth and breadth of comprehensive strategic partnership and the level of strategic coordination in between the two sides in global governance.The prospects of such cooperation are profoundly influenced by the European Union's pursuit of energy autonomy,which encompasses two interrelated dimensions of security and development.The security dimension aims to safeguard energy security through the establishment of energy u-nions and the diversification of energy supplies,while the development dimension promotes economic growth and enhances international competitiveness via the green transition and green partnerships.Currently,the EU is accelerating its drive toward energy autonomy by closely integrating energy policy with green development,balancing the developmental and security imperatives of energy autonomy,and coordinating its internal and external dimensions.From the perspectives of complementarity and cooperation,China is a vital part-ner for the EU's green transition and China-EU cooperation on green energy constitutes the core pillar of their green partnership.How-ever,the competitiveness China-EU green cooperation has simultaneously intensified.Motivated by the security concerns,the EU has a-dopted a"de-risking"approach toward China,whereas from a developmental perspective it has sought to strengthen the competitiveness of its own green industries,which are likely to constrain the scope and depth of China-EU cooperation on green energy.Given that green collaboration will remain a key source of stability in the bilateral relations,both sides should regard each other as indispensable partners in achieving the green transformation and deepen cooperation in critical raw materials so as to effectively manage differences over the competitiveness of green industries and jointly reinforce their collaborative leadership in global green governance.
