黄河流域生态保护和高质量发展评价及影响因素分析OA
Evaluation and influencing factors of ecological conservation and high-quality development in the Yellow River Basin
科学量化黄河流域生态保护和高质量发展综合水平,识别关键影响因子,可为政策优化调控提供科学依据.基于 2011-2023 年黄河流域九省(区)数据,运用熵权法测度黄河流域九省(区)生态保护和高质量发展指数(综合指数),借助 Dagum 基尼系数分析区域差异,并运用障碍度模型识别主要影响因子,结果表明:黄河流域整体综合指数呈增大趋势,但总体处于中等偏下水平;上中下游综合指数存在显著空间异质性,整体表现为下游>中游>上游的规律;黄河流域九省(区)综合指数空间分异特征明显,山东、河南、四川综合指数较大且增速稳定,宁夏综合指数最小且增速缓慢;黄河流域整体综合指数的总体 Dagum 基尼系数呈增大趋势,总体差异持续扩大,其差异来源主要为区域间差异;黄河流域主要受除涝基础设施完善程度、创新水平、水资源开发利用程度及洪灾风险的共同约束.
Scientifically quantifying the comprehensive level of ecological conservation and high-quality development in the Yellow River Ba-sin and identifying its key influencing factors can provide a scientific basis for policy optimization and regulation.Based on data from nine provinces(autonomous regions)in the Yellow River Basin from 2011 to 2023,this study used the entropy weight method to measure the eco-logical conservation and high-quality development index(comprehensive index)for each province.The Dagum Gini coefficient was employed to analyze regional disparities,and the obstacle degree model was applied to identify the main influencing factors.The results show that:The overall comprehensive index of the Yellow River Basin exhibits an increasing trend,yet remains at a moderately low level.There is significant spatial heterogeneity in the comprehensive indices of the upper,middle,and lower reaches,generally following the pattern of lower reaches>middle reaches>upper reaches.The comprehensive indices of the nine provinces(regions)show pronounced spatial differentiation,with Shandong,Henan,and Sichuan exhibiting relatively high indices with stable growth rates,while Ningxia has the lowest index and the slowest growth rate.The overall Dagum Gini coefficient of the comprehensive index in the Yellow River Basin shows an upward trend,indicating con-tinuously widening overall disparities,which mainly stem from inter-regional differences.The comprehensive index for the Yellow River Basin is primarily determined by a combination of key factors,including the completeness of flood control engineering systems,the level of innova-tion capability,the intensity of water resource exploitation relative to ecological redlines,and the degree of flood risk.
