互联网经营农药执法的现实难点与监管优化路径OA

To address the structural imbalance characterized by"egulated offline operations but unregulated online trade"in pesticide management,this study systematically analyzes the core challenges in the internet-based pesticide trade based on current pesticide supervision regulations and the characteristics of online transactions.These challenges include the identification and incorporation of unregistered business entities,sampling inspection and qualitative analysis of online-exclusive products,determination of illegal gains,clarification of jurisdictional authority,application of relevant policies,and liability attribution of trading platforms.The root cause of these problems lies in the mismatch between institutional design and the characteristics of online circulation.Combined with the practical experience of industry supervision,targeted suggestions are put forward,such as establishing a pre-filing system for online pesticide operation,improving sampling inspection standards,optimizing evidence-collection mechanisms,and constructing a cross-regional coordination system.This study provides a reference for improving the regulatory chain of internet-based pesticide distribution and promoting the modernization of supervision capacity.
