基于LDA模型的中国林业技术政策演进分析OA
Evolutionary analysis of China's forestry technology policies based on LDA model
林业技术政策是引领林业科技创新、优化资源配置、促进成果转化的重要治理工具.文章以2001-2025年国家林业和草原局发布的368份林业技术政策文本为样本,将政府注意力配置理论引入林业技术政策研究,运用LDA模型量化政府在林业技术领域的注意力配置,结合主题演进桑基图观察注意力配置在内容结构上的变化,从长时序政策文本的角度揭示林业技术政策的主题演进路径与转型逻辑.研究发现:(1)中国林业技术政策演进可划分为基础构建与规范确立期(2001-2009年)、深化改革与工程项目驱动期(2010-2017年)、系统治理与可持续发展转型期(2018-2025年)三个阶段;(2)政府注意力配置呈现从"野生动物与林木种苗监管"和"林业项目与林权流转管理"双主导,到"自然保护地与林地保护管理"核心引领,再到多元主题协同演进的动态格局;(3)识别出造林工程技术、生态监管技术、林业经营技术三条跨阶段核心演进路径,政府注意力实现了从基础规范、过程管控向系统治理的转变,且政府注意力焦点的变化与国家重大战略实施高度同步.文章揭示了林业技术政策从要素管理向系统治理的转型规律,验证了政府注意力配置对政策变迁的核心驱动作用.政策启示:建立政策动态适配闭环反馈机制,构建跨领域注意力统筹配置机制,沿核心演化路径迭代升级技术体系,强化科技创新核心驱动作用的优化路径,以期为优化新时代林业技术政策体系、提升林业技术治理效能提供决策参考.
Forestry technology policy functions as a critical governance instrument for directing forestry scientific and technological innovation,optimizing resource allocation and facilitating the transformation of scientific and technological achievements.Using 368 forestry technology policy documents issued by National Forestry and Grassland Administration from 2001 to 2025 as research samples,this paper introduces the theory of government attention allocation into the study of forestry technology policies.It applies the Latent Dirichlet Allocation(LDA)topic model to quantify the government's attention allocation in the field of forestry technology,and employs the Sankey diagram of theme evolution to examine the structural changes of such attention allocation in content dimensions.From the perspective of long-term time-series policy texts,this study elucidates the theme evolution path and transformation logic of forestry technology policies.The results demonstrate that:(1)China's forestry technology policy has evolved through three distinct phases:the foundation construction and norm establishment period(2001-2009),the deepening reform and engineering project-driven period(2010-2017),and the systematic governance and sustainable development transformation period(2018-2025).(2)Government attention allocation exhibits a clear dynamic evolutionary pattern:initially dominated by the dual themes of"supervision of wild animals and forest tree seeds and seedlings"and"forestry projects and forest tenure transfer management",then shifted to a pattern centered around"protected natural areas and forest land conservation and management",and finally evolved into a multi-thematic coordinated development landscape.(3)Three cross-stage core evolution paths are identified,namely afforestation engineering technology,ecological supervision technology and forestry management technology.Government attention has shifted from foundational standardization andprocess control to systematic governance,and the change in the focus of government attention is highly synchronized with the implementation of major national strategies.This paper reveals the transformation law of forestry technology policies from factor management to systematic governance,and verifies the core driving role of government attention allocation in policy change.Policy implications:establish a closed-loop feedback mechanism for dynamic policy adaptation,build a cross-domain coordinated allocation mechanism for attention,iteratively upgrade the technical system along core evolution paths,and strengthen the core driving role of scientific and technological innovation,so as to provide data-evidence-based decision-making references for optimizing the forestry technology policy system in the new era and enhancing the effectiveness of forestry technology governance.
