[Research purpose]This study clarifies and identifies the realistic challenges and operational mechanisms of forstering new quality productive forces in line with local conditions to empower high-quality development,builds tailored cultivation pathways and supporting guarantee systems for differentiated regional endowments,and offers theoretical support and practical guidance for all regions to rely on new quality productive forces to empower high-quality development.[Research method]This study deeply analyzes the theoretical essence of new quality productive forces and diagnoses related challenges.It develops a three-dimensional adaptation framework"technology breakthrough-factor allocation-industrial upgrading",employs typical regional cases to regional heterogeneous characteristics of fostering new quality productive forces in line with local conditions to empower high-quality development,and subsequently outlines differentiated pathways.[Research conclusion]Local governments should break the path dependence on homogeneous imitation,and foster a regional economic landscape characterized by mutually complementary strengths and high-quality development.Guided by their respective positioning within the three-dimensional"technology-factor-industry"framework,they shall adopt differentiated development pathways as follows:High-level innovation hubs shall strengthen their original innovation source capacity and proactively deploy future industries;Industrial undertaking and upgrading zones shall deepen integrated development to scale up strategic emerging industries;Resource endowment transformation zones shall advance green transition and explore distinctive new tracks;Major agricultural production areas and ecological function zones shall prioritize smart agriculture to raise total factor productivity(TFP);All regions nationwide shall improve comprehensive supporting guarantees to support the gradient upgrading of new quality productive forces.
