The Influence of National Big Data Comprehensive Experimental Zone Policy on the Green Innovation Level of Manufacturing Enterprises
在推动制造业绿色转型与实现"双碳"目标的战略背景下,借助数字产业政策激发企业绿色创新成为重要课题.选定沪深A股上市制造企业2010-2024年面板数据,以2016年设立国家大数据综合试验区(简称"大数据试验区")作为准自然实验,运用双重差分模型考察大数据试验区政策对制造企业绿色创新水平的影响及其作用机制.研究结果显示,大数据试验区政策显著提升了制造企业绿色创新水平,这一结论经过多重稳健性检验后依然成立.机制检验表明,政策通过政府环保补贴和数字化水平提升2条路径发挥作用.调节效应分析发现,媒体关注度与地区经济发展水平对政策效果具有显著的正向调节作用.异质性分析揭示,政策效应在国有企业、大规模企业以及高融资约束企业中表现更为突出.大数据试验区政策是驱动制造企业绿色创新的有效工具,其效果通过资源赋能与数字转型机制实现,并受到企业内外部情境因素调节.研究结论为优化数字产业政策设计、推动数字技术与绿色技术融合提供了微观证据与政策启示.
Under the strategic background of promoting green transformation in the manufacturing in-dustry and achieving the"dual carbon"goals,leveraging digital industrial policies to stimulate corpo-rate green innovation has become an important issue.This study selects panel data of A-share listed manufacturing companies in Shanghai and Shenzhen from 2010 to 2024,and takes the establishment of the National Big Data Comprehensive Pilot Zone(hereinafter referred to as the"Big Data Pilot Zone")in 2016 as a quasi-natural experiment,and uses a difference-in-differences(DID)model to examine the impact of the Big Data Pilot Zone policy on the green innovation level of manufacturing enterprises and its underlying mechanisms.The results show that the Big Data Pilot Zone policy significantly im-proves the green innovation level of manufacturing enterprises,and this conclusion remains valid after a series of robustness tests.Mechanism analysis reveals that the policy works through two channels:gov-ernment environmental subsidies and digitalization level improvement.Moderating effect analysis finds that media attention and regional economic development level have significant positive moderating effects on policy outcomes.Heterogeneity analysis indicates that the policy effect is more pronounced in state-owned enterprises,large-scale enterprises,and firms with high financing constraints.In summary,the Big Data Pilot Zone policy serves as an effective tool for driving green innovation in manufacturing enterprises,with its effects realized through resource empowerment and digital transformation mecha-nisms,and moderated by both internal and external contextual factors.This study provides micro-level evidence and policy insights for optimizing digital industrial policy design and promoting the integration of digital and green technologies.
