"两重"项目量化评价体系研究OA

以A市为研究区,以最大人口-经济规模为理论,附以水资源最大人口承载力及水资源承载力平衡指数,对A市引调水工程"硬投资"开展评价研究.针对传统主成分分析法忽视指标差异程度的不足,提出正态标准化主成分分析法,进行A市引调水工程"软建设"评价分析.结合"硬投资"与"软建设"评价体系结论,说明A市通过实施引调水工程后水资源承载能力有所增加,但其各区县水资源可用量与各部门需水冲突依旧明显.建议配合"两重"资金投资的水利工程项目,继续完善该区域用水制度等"软建设"内容,以城市整体为单元,合理统筹规划可利用水资源;开源与节流并行,"硬投资"与"软建设"并举,切实可行地缓和A市水资源供需矛盾.

Taking City A as the research area,based on the maximum population-economy theory,combined with the maximum water resource population carrying capacity and water resource carrying capacity balance index,this paper evaluates the"hard investment"of the water diversion project in City A.Aiming at the deficiency of the traditional principal component analysis method in ignoring the degree of indicator differences,this paper proposes a normal standardized principal component analysis method to evaluate and analyze the"soft construction"of the water diversion project in City A.Combining the evaluation results of"hard investment"and"soft construction,"it is known that the water resource carrying capacity of City A has improved after the implementation of the water diversion project,but the contradiction between available water resources in each district and county and water demand of various departments remains obvious.It is recommended to continuously improve the"soft construction"content such as regional water use systems in combination with water conservancy projects supported by"two major"funds,plan utilizable water resources with the city as a whole unit,adhere to parallel development of water source expansion and water saving,and simultaneous implementation of"hard investment"and"soft construction"to alleviate the water supply and demand contradiction in City A.
