长江经济带土地绿色利用效率区域差异及动态演进OA
Regional Differences and Dynamic Evolution of Green Land Use Efficiency in the Yangtze River Economic Belt
城市土地绿色利用效率是兼顾经济产出与环境效益的综合指标,对于长江经济带生态环境保护与高质量发展的协调推进具有重要现实意义.基于2012-2023年长江经济带108个地级及以上城市的面板数据,采用非期望产出超效率SBM模型测度城市土地绿色利用效率,并运用Dagum基尼系数分解、核密度估计和马尔可夫链方法,考察三大地理分区的区域差异、动态演进与空间转移特征.研究发现:时间趋势层面,长江经济带整体呈波动上升态势,下游地区后期增速显著,成为效率领先区域;上游地区虽均值较高,但仍存在效率低谷城市.区域差异层面,总体差距持续收窄,超变密度取代区域间差异成为总体差异的首要来源,效率分布在区域间的交叉重叠加剧;上游地区内部差异最大,中游地区相对均衡但后期出现内部分化迹象.动态演进层面,效率转移以邻近类型为主,跨越式提升难度较大,高效率城市呈现马太效应;空间邻域对中间效率城市向上跃迁具有显著推动作用,但对低效率城市的溢出效应有限,且空间溢出效应存在异质性.据此,从差异化区域政策、城市群协同发展、跨区域联动机制、转型期城市支持与绿色财政制度改革五个方面提出政策参考.
Urban land green use efficiency is a comprehensive indicator that balances economic output and environmental benefits,and it holds significant practical im-portance for the coordinated advancement of ecological protection and high-quality development in the Yangtze River Economic Belt.Based on panel data from 108 pre-fecture-level and above cities in the Yangtze River Economic Belt spanning from 2012 to 2023,this study employs the non-desired output super-efficiency SBM mod-el to measure urban land green use efficiency.Additionally,it utilizes Dagum Gini coefficient decomposition,kernel density estimation,and Markov chain methods to examine the regional differences,dynamic evolution,and spatial transfer character-istics across three major geographical zones.The research findings are as follows:In terms of temporal trends,the Yangtze River Economic Belt as a whole exhibits a fluctuating upward trend,with the downstream region experiencing significant growth in the later stages,becoming the leading region in efficiency.Although the upstream region has a higher average value,there are still cities with low efficiency.In terms of regional differences,the overall gap continues to narrow,with super-variable density replacing inter-regional differences as the primary source of overall variation,and the overlap of efficiency distributions among regions intensifies.The internal differences are greatest in the upstream region,while the middle reaches are relatively balanced but show signs of internal differentiation in the later stages.In terms of dynamic evolution,efficiency transfer is primarily of adjacent types,with leapfrog improvements being challenging,and high-efficiency cities exhibiting a Matthew effect.Spatial proximity significantly promotes the upward transition of intermediate efficiency cities,but has a limited spillover effect on low-efficiency cit-ies,and the spatial spillover effect exhibits heterogeneity.Based on these findings,policy recommendations are proposed from five aspects:differentiated regional pol-icies,coordinated development of urban agglomerations,cross-regional linkage mechanisms,support for cities during the transition period,and reform of the green fiscal system.
