Research on the Urban Renewal Methods for the Core Areas of Old Cities Based on the Integrated Utilization of Resources and Assets

老城核心区已成为城市更新的重要实施空间,但普遍面临空间老化、文化保护与功能活化的矛盾以及多元目标与资源支撑不足等问题.针对传统土地开发导向更新模式的局限,文章从资源资产统筹利用视角出发,构建"资源盘查—目标定位—规划实施"的更新方法,并以潍坊市奎文区为例开展实践研究.通过资源识别与价值评估,奎文区构建了"两核四心多点、两横两纵三带"的总体格局,形成资源整合、价值转化和整体运营相衔接的更新路径,推动历史文化、商业服务、生态环境和公共服务等资源协同利用,实现由土地开发逻辑向资源运营逻辑转变.研究可为同类老城核心区城市更新提供参考.

The core areas of the old cities have become important spaces for urban renewal.However,they are generally confronted with the problems of aging spaces,contradiction between cultural preservation and functional activation,multiple goals and insufficient supporting resources.In view of the limitations in the traditional renewal model oriented by land development,starting from the perspective of the integrated utilization of resources and assets,the paper builds a renewal method of"resource survey-goal positioning-plan implementation",and carries out practical study on Kuiwen District,Weifang City.Through the resource identification and value evaluation,Kuiwen District builds an overall layout of"two cores,four centers and multiple points,two horizons,two verticals and three belts",and forms a renewal path interconnecting the resource integration,value transformation and overall operation,promoting the collaborative utilization of history and culture,commercial services,ecological environment and public services and realizing the transformation from land development to resource operation.The paper provides a reference for the urban renewal in the core areas of similar old cities.
