"塞罕坝精神"视域下生态修复工程的效益费用研究OACHSSCD
A Study on the Benefits and Costs of Ecological Restoration Projects from the Perspective of the Saihanba Spirit
塞罕坝机械林场历经六十余年建设,从风沙肆虐的荒漠沙地转变为百万亩人工林海,成为全球生态修复的典范.本文以塞罕坝生态修复工程为研究对象,运用工程经济学的效益费用分析方法,以2020年为基准年、6%为基准社会折现率,对项目1962年至2035年计算期内的成本和效益进行了系统测算.研究表明:截至2026年初,林场有林地面积115.1万亩,森林覆盖率82%,每公顷林木蓄积量135.2立方米,是全国人工林平均水平的2.76倍,混交林比例达26.1%.中国林科院评估显示,森林湿地资源资产总价值231.2亿元,年生态系统服务价值155.9亿元.经分阶段折现计算,项目经济净现值(ENPV)约1176.52亿元,经济效益费用比(EBCR)约59.36,经济内部收益率(EIRR)约23%,动态投资回收期约8年.敏感性分析表明,在社会折现率4%—10%、碳价格30-70元/吨的宽参数范围内,ENPV均保持在710亿元以上,结论高度稳健.本文从碳汇交易、林下经济与产业融合、区域协同发展三个维度分析了塞罕坝生态效益的经济转化机制.研究认为,塞罕坝工程的生态文明建设价值与国民经济可行性高度统一,为国有林场实现从"扩绿量"向"提质量、增碳汇"的转型升级提供了可资借鉴的实践样本.
After more than six decades of development,Saihanba Mechanical Forest Farm has been transformed from a desertified sandy area plagued by wind and sand into a million-mu artificial forest,becoming a global model of ecological restoration.Taking the Saihanba ecological restoration project as the research object,this paper applies the benefit-cost analysis method of engineering economics to systematically estimate the costs and benefits of the project over the calculation period from 1962 to 2035,with 2020 as the base year and 6%as the benchmark social discount rate.The results show that,as of early 2026,the forest farm had 1.151 million mu of forested land,a forest coverage rate of 82%,and a standing timber volume of 135.2 cubic meters per hectare,which is 2.76 times the national average for artificial forests;the proportion of mixed forests reached 26.1%.According to an assessment by the Chinese Academy of Forestry,the total asset value of the forest and wetland resources amounted to RMB 23.12 billion,while the annual value of ecosystem services reached RMB 15.59 billion.Based on phased discounting,the project's economic net present value(ENPV)was approximately RMB 117.652 billion,the economic benefit-cost ratio(EBCR)was approximately 59.36,the economic internal rate of return(EIRR)was approximately 23%,and the dynamic investment payback period was approximately eight years.The sensitivity analysis indicates that,under a broad range of parameters—a social discount rate of 4%-10%and a carbon price of RMB 30-70 per ton—the ENPV remained above RMB 71 billion,demonstrating a high degree of robustness.This paper further analyzes the mechanisms through which Saihanba's ecological benefits are converted into economic value from three dimensions:carbon sink trading,understory economy and industrial integration,and regional coordinated development.The study concludes that the ecological civilization value of the Saihanba project is highly consistent with its national economic feasibility,providing a practical reference for the transformation and upgrading of state-owned forest farms from"expanding green coverage"to"improving forest quality and increasing carbon sinks."
