美国加州农业水资源管理体系及其对中国西北干旱区的治理启示OACHSSCD

Agricultural Water Management System in California,USA and Its Implications for the Governance of Arid Regions in Northwestern China

水资源短缺一直是制约中国西北地区农业发展的关键瓶颈之一.为解决这一问题,深入剖析美国加州成效显著的水资源管理和利用机制,并提炼一系列对中国西北干旱区具有实际应用价值的关键策略.为解决区域间降水量不平衡、水资源储量不平衡和用水需求不平衡等问题,加州从多个方面进行宏观调控,通过调水工程、水权交易市场和立法对现有水资源进行合理配置,逐渐形成一个完善的水资源管理体系.并在应对加州两次特大干旱事件和帝王谷用水问题上展现了其韧性与有效性.我国西北干旱区和美国加州在气候和水资源储量、降水方面均存在相似性,可以借鉴加州的经验,通过增加地表水供给、减少地下水需求、增加植被和提高灌溉技术等模式,更加精准高效地利用水资源,并实现水资源的优化配置与合理利用,从而为农业可持续发展奠定坚实的基础.

Water scarcity has long been a major constraint on agricultural development in northwestern China.To address this issue,this study conducts an in-depth analysis of the highly effective water management and utilization mechanisms in California,USA,and identifies a series of key strategies with practical application value for the arid regions in northwestern China.To address issues such as regional imbalances in precipitation,water reserves and water demand,California has implemented macro-level regulation across multiple fronts.Through water transfer projects,water rights trading markets and legislation,it has achieved a rational allocation of existing water resources,gradually forming a comprehensive water resource management system.This system has demonstrated its resilience and effectiveness in responding to two major drought events in California and resolving water allocation challenges in the Imperial Valley.The arid regions in northwestern China and California,USA share similarities in terms of climate,water reserves and precipitation.Drawing on California's experience,northwestern China can improve water use efficiency by increasing surface water supply,reducing groundwater extraction,expanding vegetation cover,and improving irrigation technologies.These measures will facilitate the optimal allocation and rational utilization of water resources,thereby laying a solid foundation for the sustainable development of agriculture.
