基于历史制度主义视角的职业本科教育政策变迁分析OA

The institutional construction of undergraduate level vocational education is an important contemporary proposition for improving the modern vocational education system.From the perspective of historical institutionalism,China's policy changes in undergraduate level vocational education have experienced three evolutionary stages:foundational exploration,preliminary development,and progressive growth.The policy changes in undergraduate level vocational education are profoundly influenced by national top-level institutional design,macroeconomic structural adjustments,and prevailing educational ideologies.During this evolution,mechanisms such as fixed costs,learning effects,synergies,and adaptive expectations reinforce initial behaviors,causing the policy changes to exhibit path dependence.Meanwhile,the endogenous demands of the vocational education system,public expectations,and the impetus provided by key institutional milestones constitute the primary drivers of policy changes in undergraduate level vocational education.In the future,the high-quality development of undergraduate level vocational education urgently requires breaking through deep-seated structural constraints,strengthening the capacity to formulate relevant policies,breaking free from path dependence,establishing a new system to provide resources for undergraduate level vocational education,and leveraging institutional incentive mechanisms to fully harness the proactive initiative of vocational undergraduate universities.
