职业教育教学关键要素改革政策的演进脉络、实践偏差与优化进路OA

As core components of vocational education,key teaching elements,including specialty,curriculum,teaching materials,teachers,as well as internships and practical training,constitute the core hub for advancing the high-quality development of vocational education and underpinning building China into a leading country in education.A systematic review of policy evolution indicates that the reform of key teaching elements in vocational education has experienced a three-stage evolutionary process:initial normative foundation building,in-depth systematic advancement,and final quality and efficiency improvement.The policy evolution embodies an intrinsic logical progression from isolated regulations to systemic integration.While the top-level design for the reform of key teaching elements in vocational education has been increasingly refined,the practical implementation still confronts four deep-seated challenges:systemic fragmentation,stakeholder conflicts,implementation deviations,and temporal-spatial misalignment.There is an urgent need to establish an optimized approach that integrates four key dimensions:systemic coupling,dynamic activation,standards-led development,and dynamic adaptation.At its core,this approach involves using specialties as vehicles to drive the integrated restructuring of key elements;leveraging benefit-sharing mechanisms to activate the intrinsic motivation of diverse stakeholders;guiding the development of substantive quality through a standards system that returns to the fundamental mission of nurturing talent;and achieving coordinated interactive development of integration between industry and education through agile iterative mechanisms.The construction of an integrated development system propels the reform of teaching in vocational education from policy documents to tangible educational outcomes,providing a solid foundation for cultivating national-level master artisans.
