河流作为城市文明的摇篮,在城市发展中意义重大.然而,随着国家社会经济发展和城市化进程推进,城市河湖水系面临诸多挑战,科学合理开展治理工作刻不容缓.依托多年河道治理实践经验,采用历史分析与案例研究相结合的方法,系统梳理北京河湖水系治理的发展历程,剖析不同阶段的演进特征,识别存在的问题与不足,在此基础上提出总体宏观规划、系统专项规划、规划落地实施的3级系统规划模式,并以平谷区历年水系规划治理为典型案例,分析其各阶段治理策略、实施过程以及3级系统规划模式落地成效.研究结果表明,3级系统规划模式构建了全面系统的规划框架,推动治理从"蓝图规划"变为美丽"现实画卷",有助于实现治理工作的科学决策、精准施策和有效落实,凸显了水系系统规划的重要性.

Rivers,as the cradle of urban civilization,are of profound significance in urban development.However,with the advancement of national socio-economic development and urbanization,urban river and lake water systems are confronted with a multitude of challenges,making it urgent and essential to carry out scientific and rational governance work.Drawing on years of practical experience in river channel governance,the authors adopted a combined approach of historical analysis and case study to systematically review the development process of river and lake water system governance in Beijing.This involved dissecting the evolutionary characteristics of different stages and identifying existing problems and deficiencies.Based on this,a three-tier systematic planning model was proposed,consisting of overall macro planning,systematic special planning,and planning implementation.Furthermore,taking the historical water system planning and governance in Pinggu District as a typical case,the authors analyzed the governance strategies and implementation processes at various stages,as well as the effectiveness of applying the three-tier systematic planning model.The research findings demonstrated that the three-tier systematic planning model constructed a comprehensive and systematic planning framework,facilitating the transformation of governance from"blueprint planning"into a beautiful"realistic picture".It helped achieve scientific decision-making,precise policy implementation,and effective execution of governance work,thereby highlighting the crucial importance of systematic planning for water systems
