目标约束下的水务规划评估OA

Scientific evaluation is a critical step in ensuring that a plan transitions from formulation and issuance to implementation and realization.This study focused on the evaluation of water sector development planning and aimed to construct a comprehensive evaluation framework that integrates five principles from temporality and spatiality,systematicity and hierarchy,goal orientation and problem orientation,quantitative and qualitative analysis,to generality and specificity.The framework was empirically tested through the final evaluation of Beijing's water sector development plan during the 14th Five-Year Plan period.The results indicated that Beijing had fully achieved the six major water-related targets set in the 14th Five-Year Plan.Furthermore,landmark progress and achievements were made in the four key domains of water security,water ecology,water services,and water management,laying a solid foundation for the high-quality development of the capital.
