基于首善标准的北京市"十五五"时期水务发展思路研究OA

The 15th Five-Year Plan period is a critical transitional phase for Beijing to take the lead in basically realizing socialist modernization.To support the goals of ensuring"high-level safety,high-quality development,and high-quality life for citizens"in water affairs of the capital,this study analyzed the requirements of first-class standards,adopted a comparative analysis method to evaluate the gaps in major water-related indicators between Beijing and leading domestic and international cities,and explored the development ideas for Beijing's water affairs during the 15th Five-Year Plan period.The results showed that during the 14th Five-Year Plan period,Beijing's water consumption per 10,000 yuan of GDP ranked among the top in China with its water supply safety coefficient reaching the lower limit of the international first-class level;while its public pipe network leakage rate and sponge city construction compliance rate were at the domestic first-class level but below the international first-class level.In light of current challenges and development goals,this study proposed three categories of seven quantitative indicators and two qualitative indicators(including smart water management)from five dimensions,which included"safety,people's livelihood,ecology,intelligence,and demonstration".Moreover,five development strategies covering water security,improvement of water-related people's livelihood,enhancement of water ecology,intelligent water management,and innovation in water governance models were proposed.The research findings provide an important basis for the water affairs development plan during the 15th Five-Year Plan period.
