环保督察制度对中国省域交通碳排放的影响效应研究OACHSSCD

The influence of the environmental protection inspection system on carbon emissions of provincial transport in China

随着城镇化与基础设施建设的持续加快,交通碳排放已成为制约全球可持续发展的关键问题.中央生态环境保护督察制度作为中国生态环境治理体系创新的重要突破,运行9年以来取得了显著成效.为探究环保督察制度对交通碳排放的影响效果、演变逻辑与启示,以30个省份为研究对象,采用2000-2022年面板数据,使用固定效应和多元线性回归模型分析了中央环保督察制度对中国交通碳排放的时滞效应和区域异质性,利用中介效应模型分析了环保督察制度对中国交通碳排放的作用路径与内在机理.结果表明:环保督察制度能显著抑制交通碳排放,且督察效果存在时滞效应;环保督察制度对不同区域碳排放督察效果起效时间不同,西部地区具有一定的运动式应对特征;通过作用机制分析,环保督察制度通过促进技术进步,增强环境投资力度,改善能源消费结构来减少交通碳排放量.在此基础上,提出精准制订督察计划,实行分区域重点督查、策动技术创新进阶等对策建议,以期驱动中国省域交通低碳变革,助力绿色低碳发展和"双碳"目标实现.

As urbanization and infrastructure construction continue to accelerate,carbon emissions from transportation have become a key issue constraining global sustainable development.As a significant breakthrough in China's ecological and environmental govern-ance system,the environmental protection inspection system has achieved remarkable results since its implementation nine years ago.To explore the effect,evolution logic,and revelation of the environmental protection inspection system on transportation carbon emissions,the time lag effect and regional heterogeneity of the central environmental protection inspection system on China's transportation carbon emissions are analyzed by using fixed effect and multiple linear regression models with panel data from 30 provinces(municipalities and autonomous regions)in China from 2000 to 2022.The mediating-effect model is used to analyze the path and internal mechanism by which the environmental protection inspection system affects China's transportation carbon emissions.The results of the study show that:the environmental protection inspection can significantly inhibit transportation carbon emissions,and there is a time lag effect in the in-spection effect;the environmental protection inspection system has different starting times for the impact of carbon emission inspection in other regions,and the western region has certain characteristics of the campaign response;through the analysis of the role of the mecha-nism,the environmental protection inspection system reduces transportation carbon emissions by promoting technological progress,en-hancing the strength of environmental investment,and improving the structure of energy consumption.Building on this foundation,we propose targeted inspection plans,implementing region-specific priority oversight,and advancing technological innovation.These meas-ures aim to propel low-carbon transformation in provincial transportation systems across China,supporting green and low-carbon de-velopment and advancing the achievement of the dual carbon goals.
