[目的/意义]深化科技人才评价改革亟需科学有效的政策体系支撑.科技人才评价政策的量化评估结果可为相关政策的调整和优化提供有益参考,对激发科技人才创新活力、助力创新型国家建设具有深远意义.[方法/过程]本文基于2012年以来我国中央政府出台的73项科技人才评价政策,采用文本挖掘和政策一致性(policy modeling consistency,PMC)指数模型,构建由10个一级变量以及45个二级变量构成的评估体系,并有针对性地选取10份政策文本展开多维度量化评估.[结果/结论]研究发现,10项科技人才评价政策整体质量较高,但在政策时效、政策主体和政策保障等指标上得分较低,且政策内容仍有待拓展.建议在政策制定过程中,不断丰富政策内容,注重整体时效性,加强相关部门的协同联动,并通过实施多元化的政策工具和保障措施,确保政策执行效果.

[Purpose/Significance]Deepening the reform of scientific and technological(S&T)talent eval-uation urgently requires the support of a scientific effective,and evidence-based policy system.The quantitative evaluation results of S&T talent evaluation policies can provide useful references for the adjustment and optimisa-tion of related policies,which is of far-reaching significance for stimulating the innovation vitality of S&T talents and boosting the construction of an innovative country.[Method/Process]Based on the 73 S&T talent evaluation policies issued by China's central government since 2012,this study adopts the methods of text mining and PMC index model to construct an evaluation system consisting of 10 first-level variables and 45 second-level variables,and selects 10 policies to carry out multi-dimensional quantitative evaluation.[Result/Conclusion]The findings indicate that the overall quality of the policies is high,but the scores on the indicators of policy timeliness,policy subject and policy guarantee are low,and the policy contents need to be expanded.It is recommended that in the process of policy formulation,the policy content should be enriched continuously,the overall timeliness should be emphasised,the synergy of relevant departments should be strengthened,and the effect of policy implementation should be ensured through the implementation of diversified policy tools and safeguard measures.
