Enhancing rural governance effectiveness through digital technology is an inevitable requirement of contemporary development.The co-evolution of technology,institutions,and stakeholders has injected strong momentum into governance efficiency in terms of information integration,process optimization,and stakeholder activation.However,current practices still face practical challenges such as technological detachment,institutional inertia,and insufficient participation.To address these issues,it is essential to promote localized adaptation of technology integration,precise adjustment of institutional supply,and collaborative construction of governance communities.This will shift the focus of governance effectiveness from scale-based development to problem-solving,firmly advancing digital rural governance from formal effectiveness to substantive effectiveness.
