全球金枪鱼产业链发展现状、挑战及中国应对OA

The tuna industry,as a vital component of global offshore fisheries,plays a pivotal role in ensuring protein supply,fostering economic growth,and safeguarding food security.This study systematically examines the development status,core challenges,and China's response strategies in the global tuna industry chain based on data from the United Nations Food and Agriculture Organization(FAO)spanning 2013-2023.The findings reveal that the global tuna industry chain is characterized by strong resource dependency,technology-intensive operations,and high globalization,yet faces multifaceted challenges including overfishing,critical technological bottlenecks,escalating trade barriers,evolving consumption demand structures,and increasingly stringent international regulatory frameworks.As a major global tuna fishing nation,China's industrial development remains constrained by insufficient resource access quotas,lagging fishing and aquaculture technologies,weak capacity in high-value-added product development,and underdeveloped domestic market potential.To address these issues,this paper proposes strategies such as deepening engagement in international fisheries governance,overcoming key technological constraints,facilitating enterprise transformation and upgrading,activating domestic market potential,and strengthening fiscal support mechanisms.These recommendations aim to promote high-quality development of China's tuna industry while contributing practical insights to global sustainable resource management.
