基于SPO模型医用耗材国家医保编码的实践与探讨OA

[Objective]To explore the implementation pathway and management effectiveness of applying the national medical insurance coding in hospitals based on the structure-process-outcome(SPO)model,providing references for achieving refined management of medical consumables in healthcare institutions.[Methods]Using the SPO model as the theoretical framework,a supportive structure encompassing policy,organization,and technology was systematically constructed.Three core processes—access and procurement,warehousing and consumption,and clinical use and settlement—were standardized.Outcomes were assessed across three dimensions:management efficiency,medical insurance compliance,and strategic decision-making.[Results]The implementation led to increased inventory turnover rates and enhanced management efficiency.Medical insurance compliance was strengthened,with the proportion of consumables cost decreasing by 5.0%.The strategic value of the medical consumables management department was significantly highlighted.[Conclusion]The model provides a systematic and continuously improving management paradigm for implementing the national medical insurance coding in hospitals.By strengthening the structural foundation and standardizing procedural operations,it effectively drives the transformation of consumables management from an extensive to a lean model,laying a solid foundation for addressing medical insurance payment reforms and promoting industry-wide collaborative development.
