[Objective]To evaluate the short-term and long-term impacts of implementing volume-based procurement control in public hospitals on the clinical expenditure of staplers,providing an empirical basis for optimizing medical consumables management policies.[Methods]The utilization data of laparoscopic staplers from a hospital covering a 28-week period(April to November 2024)was collected.An interrupted time-series(ITS)model was employed to analyze the level change and trend change in the utilization expenditure of laparoscopic staplers before and after the implementation of the control policy.[Results]A significant decrease in the utilization expenditure was observed in the week the control policy was implemented,which was statistically significant(P<0.001).A long-term downward trend was indicated after the control,albeit with marginal statistical significance.[Conclusion]The volume-based procurement dynamic tiered control scheme can significantly reduce the clinical use costs of laparoscopic staplers in the short term.However,its long-term effectiveness needs to be strengthened by extending the monitoring period and differentiating between surgical procedures.It is recommended to establish a data-driven evaluation system for medical consumables,shifting the management focus from"complete volume-based procurement"to a"clinical value-centric"approach.
